The objectives of Phase I were to understand the capacity and capability of existing facilities and assets at the Airport; to prepare a baseline forecast and demand scenarios that reflect potential future market opportunities; and to identify the capacity and capabilities necessary to support the baseline forecast and demand scenarios. In conjunction with the technical tasks a Public Involvement Program was initiated to include stakeholders and surrounding communities in the process.

- Market Demand Analysis (Forecasts)
- Demand/Capacity & Facility Requirements
